Peter, this tape is the one that you requested I send you additional information, my entire precognitive statement. This was my second attempt. I had done half an hour on another tape and the thing filed up inside, all smiled up. So I'm having to put on another tape and redo the whole thing. The best argument, if you want to call it an argument, for my stating that my effects are caused effects, and not just precognition. I would be the signed affidavit by Dr. Oxford, stating that I informed him in writing, in advance, of my intent to telepath to UFOs and produce a UFO over a certain area of Virginia within a certain length of time, to appear specifically over police, and this would have to be done, to be reported in the newspapers for the demonstration to be valid.

And Dr. Fogler, a noted scientist in America, and also an international research scientist for MUNSA, has given me the same affidavit that any of this did occur, just as I stated in writing, before the fact, before it happened. This certainly could not be called a case of precognition. It had to be a caused happening. There are many other examples I can give you from the work that I have done, so numerous that it will almost take a book to go into it, Peter. Let me invite you to visit our contact, first contact, Mr. Colin Wilson, a noted English author. Just today, I've gotten off a large amount of files to him. He wanted to write about me in his new book, which he's doing.

And since he lives in Cornwall, then it would be easy for you to drop around and see these files for yourself. So I will make reference to these certain files on this tape. Because you can check it out there with Colonel Wilson. For instance, in those files that would be in his hands, I suppose, in about a week, there is one on lightning. Lightning strikes specific targets. That went many times. Called in advance before witnesses. That's the most outstanding case. That was when I was in Philadelphia. High up in a skyscraper, the firm of one of the largest law firms in California, Cohen and Shapiro, a publisher in Cohen, and they happened to be drizzling at the time, and one of the partners of the law firm, Sidney Magulies, came up to me and said, 'Owens, I've heard that you can make lightning strike.' He worked out the huge glass windows, high up, panoramic view of the city.

And he said, Bill, can you make a lightning strike out there somewhere? And I said, all right, you pick the target. So the target turned to a bridge. It was over to the right. And I telepathed to the sides, and within one to two minutes, a huge bolt of lightning struck that very bridge. And I got nowhere, the partner of the law firm gave me a signed affidavit to that effect, which you'll find in Colin's file. Also, another notable incident of my making lightning strike, I happened to be in Norfolk, again in a court reporting office, and there were three court reporters present, and an Apollo shot was going up. And I said, how would you like to see me hit that shot with lightning?

As the shot, I telepathed to the sides, and as the spacecraft began to lift off the ground, it was hit by lightning. This was, of course, I didn't know if this was down here, but it doesn't make any difference to the size. And the craft was hit by lightning, and this was, of course, put in the newspapers and so on. And the three court reporters gave me a sign off the day that by all three of them, that this had, in fact, occurred. Well, I could go on and on. On that tangent, but you couldn't call that precognition by any means. It had to be a caused happening. Now, let's get to some larger effects. Now, in precognition, you might call a storm in a certain area, or you might call a power blackout in some area.

But, suppose you call There are five different effects simultaneously to occur in one area. Why would not be, could not be in any way, precog? And I've done this many times, many times, all documented, thoroughly documented. In Norfolk, some years ago, they were having a terrible drought. They put it in the papers that this was so. And said that the crops were going to die within a few weeks. So I wrote immediately to the scientists and lawyers that I contact. And government agencies and newspapers that I would tell apart to the size and have them do the following things: produce rain in enormous amounts with a maze; produce huge storms; produce lightning attacks over the Norfolk area.

I would even produce a UFO over the area, to put the signature on this demonstration, um, I would produce electromagnetic effects over the area, and to top it off, I would produce a hurricane off the east coast. Now at this time, there's no king; there's no king inside or anything. So for the um the benefit of the hurricane's rains as it came up the east coast, and for the rains to be dumped onto Norfolk, all right. Within five days, the first huge storm struck Norfolk. Flooded the streets, cars were floating in the streets, absolutely flooded the whole Norfolk area. And, of course, I just telepathically brought this about. And every day or so, there would be a huge rainstorm, and soon Norfolk was inundated with water, the whole area.

Lightning was striking all over the area. Lightning, as a matter of fact, blew up two huge oil tanks, two separate oil tanks in two different geographical areas of Norfolk. Then the television came alive about 10 o'clock one night because a huge UFO, a huge circular form, appeared over the Norfolk area, and people were calling up by the hundreds, perhaps the thousands, the TV stations, the radio stations, and so forth. It was up there, and we were witnessing it. The Coast Guard, the Weather Bureau, everybody else didn't know what it was. They couldn't identify it. This was a giant thing, a huge circular, giant. Sort of lit it up. And, all right, well, that was the UFO. Then, lo and behold, shortly later, after, the hurricane popped up off the coast of Florida, came straight up the East Coast, and for four days, the whole Norfolk area was absolutely blanketed with rain. It poured, it poured, it poured. So what I had done, everything that I said I would do, in advance, and this was all written up, that I had done this, was written up in the newspapers. They were confirmed in the newspapers by a feature writer for the Snowflake newspaper. And this was all quite documented.

Well, this is one thing. Then, of course, if you look at Cohen's files, the files that he will have in his hands, Peter, you will notice that there is the Chicago file. What happened was that in my home in Cape Charles, Virginia, I received a telephone call from a radio station in Chicago. They dared me to change the weather or control the weather over the Chicago area. Now, this was live on radio, so I took them up on it and sent them back in writing what I would specifically do. Now, you can forget your pre-card because I stated that I would bring wild storms and hurricane winds onto the Chicago area. Rainstorms. They do strange electromagnetic effects over the area. Produce UFOs, if possible, in the area, as a sort of a signature to this demonstration.

And also that I would control the Chicago Bears pro football team, which was performing at the time, this plane, each week, and make funny things happen to the football team. Also, that I would control O'Hare International Airport, making freakish things happen there. It was unbelievable. Hurricane winds hit Chicago, knocking over boats-this type of thing. A whole string of tornadoes hit Chicago. Buses ran wild in the streets of Chicago, and they couldn't understand why, because strange signals were causing the buses to do this; the signals came from electronic signals or whatever. The Bears became, the strangest thing began happening to the Chicago Bears football team. They lost one key game night against the Vikings because at the crucial point of the game, the Bears only had 10 men on the field.

None of the referees noticed the missing man. The Bears own players didn't notice the missing man. The Bears coach didn't notice the missing man. And, of course, the Vikings won easily because Fran Tarkenton and Spud Williamson, wide open space, and the Vikings' man just-a high school kid could have tossed him the ball away if he ran down for a touchdown because there was no man to guard him. And this was, of course, put all over the newspapers, and a Chicago columnist did an article on me with regard to this. And it was all documented, thoroughly documented. And the Bears became the laughingstock of the United States at that time. Even the Bears' coach had fits because A.M. Was laughing at his team that had come out on the field.

And strange things began to happen at O'Hare Airport. Airplanes began to fly side by side, literally, with passengers looking at each other through windows. No one knew what was wrong. The air controllers couldn't figure it out. There were so many 'mirror misses' that it was funny. And it was written up about. Cartoons were done about it. Newsweek and Time magazines did articles about the O'Hare mystery that was going on at O'Hare Airport, and all of these strange things. But at any rate, make a long story short, I did everything there that I said I would do. And it's all documented. I have a letter from the host of the radio show after my demonstration had concluded, and he stated that UFOs had appeared in the Chicago area and had been seen by witnesses, and we verified that.

But that's just the Chicago demonstration. Then there was the Cleveland demonstration, where I notified the scientists that I would cause different effects over Cleveland, Ohio. I wouldn't affect control. The city of Cleveland, Ohio, and the area around it, by introducing heat blistering severe heat and the other factions and storms, and just that and everything, and make people do strange things in the Cleveland area too. The right telepath was to decide after I'd written a letter to the scientist, and shortly thereafter, a strange heat wave swung developed in the northeast and swung down across the states, blanketing Ohio. And in Cleveland, Ohio, there were pictures in all the newspapers of sidewalks buckling, the swimming pools collapsing from the heat, people cooking eggs on the sidewalk, and there was an article in the newspapers about people doing crazy things, calling up the, I think it was the city hall, saying they were from another planet, and this, that, and the other.
